Canton Cons late and contact with Macao. The Hong Kong Administration are particularly keen on_the_re-establish- ment of our Consulate-General at Canton. I have explained the manpower shortage. The proposal now is to appoint Lieutenant Colonel Hooper of British Army Aid Group as Hong Kong Liaison officer in Canton and this is being cleared by Brigadier MacDougall and Colonel Ride with the Cantonese authorities. I think that we might, as soon as we are told that Canton agree, so inform the Ministry of Foreign Affairs and suggest that Colonel Hooper should move into the Coneular premises pending the appointment of a Consul-General.

As to Macao, Reeves has been invited at my suggestion to go to Hong Kong for a short visit and is expected there on October 7th, a seaplane or launch being sent across for him. He can fix up arrangements for direct contacts. Meanwhile the R.A.F. have agreed to fly the son of the Portuguese Governor back to Portugal as a gesture of cooperation from Hong Kong.
